Niagara Falls is controlled much like a giant tap. While it doesn’t use small kitchen-style faucets, its water flow is heavily manipulated using a system of massive control gates, dams, and intake valves located just upstream from the falls.
The flow is managed through several major engineering systems:
The International Control Dam: Located upstream of the Horseshoe Falls, this structure features large, adjustable gates. By raising or lowering these gates, engineers change the river's water level, choosing how much water is forced into power plant tunnels versus how much flows over the falls.
Hydroelectric Intake Towers and Valves: Massive intake structures on both the U.S. and Canadian sides of the river contain heavy-duty valves and gates. These can divert up to 75% of the river's natural flow away from the falls and into underground pipelines to feed nearby power stations.
The "Tourism Timer"
The water isn't left to run naturally. According to the Niagara River Treaty of 1950 signed by the U.S. and Canada, the flow is strictly regulated based on the time of day and season:
During the day (Tourist Season): The "tap" is turned up. More water is allowed over the falls (at least 100,000 cubic feet per second) to preserve the thunderous, iconic spectacle for visitors.
At night and during the winter: The "tap" is turned down. The flow over the falls is cut in half (to roughly 50,000 cubic feet per second), and the excess water is channeled into reservoirs and turbines to maximize electricity generation when fewer people are watching.
Technically, the combined infrastructure is so robust that engineers have the ability to virtually shut off the water flowing over the falls entirely if necessary—a feat actually accomplished on the American side in 1961 for geological erosion studies.
America, sadly, is now the laughing stock of the planet.
