It comes after the Guardian revealed on Thursday that Westminster council in central London recommended not allowing “vertical drinking” or ordering at the bar in its new draft licensing policy.

in prison after being moved to HMP Frankland known as Monster Mansion. He has spent his first weeks in segregation and is now on a main wing under close supervision. Sources say the reality of his new surroundings has left him terrified and literally shaking.

Digwa refused to join the wing where Ian Huntley was assaulted earlier this year He is serving a life sentence with a minimum term of 21 years for the murder of 18 year old student Henry Nowak.
Prison sources report he is cowering in his cell after facing the threat of attack from other inmates He spends up to 23 hours a day alone after begging to stay in segregation for his own safety. Fellow prisoners have made his time a nightmare since his arrival at the high security jail.
Digwa is now under constant watch as staff try to keep him from becoming a target on the wings and has a bounty on his head.
